Pour boiling water into a large glass measuring cup. Add tea bags; let steep for about 5 minutes. Remove tea bags, squeezing gently. Stir in sugar until dissolved. Let tea cool. (Can be made ahead; cover and refrigerate.)
Stir in 1/2 cup (125 mL) of the almond beverage. Pour over ice in two tall glasses.
Froth the remaining 1/4 cup (50 mL) almond beverage using an immersion blender or whisk briskly in a small bowl. Spoon foam onto top of chai latte. (Repeat frothing until you get the desired amount of foam.)
